Metro Transit Solutions Pte Ltd (“MTS”) is a Singapore-based engineering company specializing in providing Testing / Assessment / Inspection services certified under ISO/IEC 17020:2012 and ISO/IEC 17065:2012. We are an ISO9001:2015 and Bizsafe level 4 certified company, with key focus in the area of transport and railway infrastructure. Our services include certification, testing and commissioning services, safety assessment, system inspection and other transport / railway related support services (Training, condition assessment, life cycle analysis, etc).

Stephen Quek - Director & CEO
BSc (Banking & Finance)

Stephen is the CEO for MTS, providing leadership and strategic directions to the company. Stephen holds a degree in Banking & Finance and is experienced in public transport management. He has worked closely with public transport operators and regulators across Asia. Before setting up MTS, Stephen has worked in leadership position with regional and overseas public transport operator as well as key positions in several listed companies.

 
Lee Hin Ming - Chief Operating Officer
PMP

Hin Ming is the Chief Operating Officer for MTS, Singapore. He has more than 20 years of operating and maintenance experience with various Railway system across Asia. He is also an expert in the area of Communications, Signalling, and Power systems. Hin Ming is a certified Project Management Professional (PMP). His strength and oversight of numerous successful projects in Singapore and Asia, as well as working with overseas counterparts in the operations and maintenance of different transit systems, have effectively positioned MTS strongly in the technical engineering sector. MTS is hence capable of maintenance an entire transit system under his lead.

 
Estelle Sim - Director, Finance & HR
BBA, ACCA, CA (Singapore)

Estelle holds a degree in Business Administration. She is also a Chartered Accountant and have served in Multi National Corporations from the logistic and hospitality Industry. She currently leads the finance and human resource functions within the company.

 
Boey Soon Chiu - Project Director
Bachelor in IT

Soon Chiu holds a degree in IT. He has more than 30 years of railway system implementation, railway safety, project management and project implementation knowledge. Prior to joining MTS, Soon Chiu served in the local operator, managing key projects with them. He currently heads the safety management and support services within the company.

Terms & Conditions

1. ASSESSMENT AND CERTIFICATON REGULATION

1. GENERAL

1.1 The Assessment and Certification Regulation is applicable to all clients who are certified by METRO TRANSIT SOLUTIONS PTE LTD.

1.2 METRO TRANSIT SOLUTIONS PTE LTD, a private limited company, financed through paid-up shares, is accredited by the IAF recognized accreditation bodies.

1.3 METRO TRANSIT SOLUTIONS PTE LTD offers Railway System Independent Safety Assessment certification Services within the accredited scope granted (“the Services”). The Services provides an independent audit and certification of an applicant’s Railway system against a recognised and appropriate Railway System Independent Safety Assessment certification.

2. REQUEST & APPLICATION FOR CERTIFICATION SERVICES

2.1 Clients can request for the Services by sending an email to info@mts.com.sg to receive an Application. Clients will fill detailed information about the scope of their operations in the Application/Request for Quotation and return it for METRO TRANSIT SOLUTIONS PTE LTD’s review on their request for the Services. If METRO TRANSIT SOLUTIONS PTE LTD accepts the request, METRO TRANSIT SOLUTIONS PTE LTD will prepare a quotation for clients’ acceptance. METRO TRANSIT SOLUTIONS PTE LTD reserves the right to decline any request for the Services and would give the clients the reason for non-acceptance.

2.2 Upon acceptance of the quotation, clients are to acknowledge the quotation and return to METRO TRANSIT SOLUTIONS PTE LTD with a cheque payment of the application fee as applicable. The application form, together with the quotation upon mutual acceptance by METRO TRANSIT SOLUTIONS PTE LTD and clients, serve as the contracting agreement with METRO TRANSIT SOLUTIONS PTE LTD for the provision of the Services.

3. RIGHTS & RESPONSIBILITIES OF METRO TRANSIT SOLUTIONS PTE LTD

3.1 METRO TRANSIT SOLUTIONS PTE LTD reserves the rights and responsibilities for the Services. These include the rights to grant, maintain, extend, reduce, suspend, and withdraw the certification approval.

3.2 METRO TRANSIT SOLUTIONS PTE LTD understands the importance of and is committed to impartiality in providing the Services. METRO TRANSIT SOLUTIONS PTE LTD will manage any conflict of interest to ensure objectivity of its certification assessment.

3.3 METRO TRANSIT SOLUTIONS PTE LTD will not market or offer the Services as being linked with the activities of an organisation that provides Railway system consultancy. METRO TRANSIT SOLUTIONS PTE LTD will take action to correct inappropriate claims by any consultancy organisation stating or implying that certification would be simpler, easier, faster, or less expensive if METRO TRANSIT SOLUTIONS PTE LTD’s Services are used. METRO TRANSIT SOLUTIONS PTE LTD will not state or imply that certification would be simpler, easier, faster or less expensive if a specified consultancy organisation is used.

3.4 METRO TRANSIT SOLUTIONS PTE LTD grants the certification based on its review and audit of information, documents and samples provided by clients during the performance of the Services. METRO TRANSIT SOLUTIONS PTE LTD cannot be held liable for any inaccuracies, omissions or errors in the approved certification, audit reports and/or any documents issued to clients by METRO TRANSIT SOLUTIONS PTE LTD in the performance of the Services.

3.5 The certification granted by METRO TRANSIT SOLUTIONS PTE LTD does not exempt clients from their legal obligations required of the services or products. Client is solely liable for any defects in their services and products and shall protect and indemnify METRO TRANSIT SOLUTIONS PTE LTD from any and all claims, costs, expense, loss or damage and liability made by certified clients as a result of their failure to maintain their Railway System and /or of any negligent act.

3.6 METRO TRANSIT SOLUTIONS PTE LTD reserves the right to revise the certification scheme requirement or any normative requirement for certification. METRO TRANSIT SOLUTIONS PTE LTD would give due notice to clients of any changes and for their compliance with any new requirement. Any such revision may be subject to a variation to the quotation which may result in an increase in Service fees.

3.7 METRO TRANSIT SOLUTIONS PTE LTD shall take appropriate actions with clients to deal with incorrect references to certification status and/or misleading use of certification documents, marks and audit reports. Such actions include requests for correction and corrective actions, suspension, withdrawal of certification, and if necessary, legal action.

3.8 METRO TRANSIT SOLUTIONS PTE LTD shall not be liable for any cost, losses or charges incurred by the Clients in the event that the performance of the Services and/or METRO TRANSIT SOLUTIONS PTE LTD’s obligations under the agreement is hindered or is caused to be delayed by any default, act or negligence of the Clients.

4. RIGHTS & RESPONSIBILITIES OF CLIENTS

4.1 Clients must have a Railway Representative (MR)/Nominated Contact person who is responsible to ensure their Railway system meets the requirements of the relevant Railway system standard. The MR/ Nominated Contact person will be the contact person between METRO TRANSIT SOLUTIONS PTE LTD and the client. The MR shall ensure that all documentation provided to METRO TRANSIT SOLUTIONS PTE LTD does not infringe any copyright, trademarks, licenses and any intellectual property rights of any party.

4.2 Clients have the right to object to the inclusion of any auditor proposed by METRO TRANSIT SOLUTIONS PTE LTD for the performance of the Services, on the grounds of incompetency or possible conflicts of interest.

4.3 Clients shall, with reasonable diligence, co-operate with METRO TRANSIT SOLUTIONS PTE LTD in its provision of the Services by providing access to its premises, personnel, documentation required for the proper conduct of the Services. Clients shall obtain necessary consents to facilitate METRO TRANSIT SOLUTIONS PTE LTD’s auditors’ entry into its premises and to accommodate, where applicable, the presence of observers. Clients shall also ensure a safe and secure working condition on site during the performance of the Services. Clients shall inform METRO TRANSIT SOLUTIONS PTE LTD and its auditors of requirements to comply with any health, safety and security regulations applicable to its premises.

4.4 Clients shall pay the fees for the Services invoiced by METRO TRANSIT SOLUTIONS PTE LTD in full and promptly by the due date. METRO TRANSIT SOLUTIONS PTE LTD may impose an interest charge of 3%, compounded monthly on sum outstanding until the payment is made. The fees and other charges are excluding of prevailing GST.

4.5 Clients who are granted certification approvals shall inform METRO TRANSIT SOLUTIONS PTE LTD without delay, of matters that may affect the capability of their Railway system to continue fulfilling the required standard used for certification and approval. These changes include, but not limited to:-

  • The legal, commercial, organisational status or ownership
  • Organisation and Railway, eg. Key managerial, decision –making or technical staff
  • Contact address and sites
  • Scope of operations under the certified Railway system
  • Major changes to the Railway system and processes

4.6 Clients who are granted certification approvals shall:-

  • Conform to the requirements of METRO TRANSIT SOLUTIONS PTE LTD when making references to its certification status in any communication media such as in brochures, the internet, advertising and other documents
  • Not make or allow any misleading statement regarding its certification and not use or allow the use of a certification document or any part of it in a misleading manner
  • Not continue its use of all advertising matter that contains a reference to certification if clients’ certification is suspended or withdrawn.
  • Amend any communication and /or advertising collaterals when its scope of certification has been reduced
  • Not allow reference to its Railway system certification to be used to imply that METRO TRANSIT SOLUTIONS PTE LTD certifies its product, service or process
  • Not imply that the certification applies to activities outside the scope of certification
  • Not use its certification in any manner that brings METRO TRANSIT SOLUTIONS PTE LTD and its certification system into disrepute and loss of public trust.

4.7 Clients who are granted certification approvals and who intend to discontinue their certification shall notify METRO TRANSIT SOLUTIONS PTE LTD in writing at least two (2) months before the due date of the next surveillance audit.

4.8 Clients shall indemnify METRO TRANSIT SOLUTIONS PTE LTD against any costs, losses or charges sustained or incurred by the Clients arising from their judgement, decision and/or actions taken on the basis of the information given in the audit report provided and certificate of approval issued by METRO TRANSIT SOLUTIONS PTE LTD.

5. CONFIDENTIALITY

5.1 METRO TRANSIT SOLUTIONS PTE LTD will safeguard Clients’ information obtained or created during the performance of the Certification Services.

5.2 METRO TRANSIT SOLUTIONS PTE LTD will divulge only Clients’ information detailed on the certification approval. METRO TRANSIT SOLUTIONS PTE LTD will inform Clients in advance, of confidential information required to be make available by law and/or governing regulations to third party, eg government agencies, accreditation bodies.

6. FEES AND PAYMENT

6.1 The fees payable for the Services are as follows:-

  • Application fee for initial registration and documentation examination
  • Assessment fee for initial assessment and issuance of the certificate
  • Reassessment fee, applicable should clients fail the initial assessment
  • Surveillance fee for certification maintenance (where applicable)

6.2 The fees payable will be invoiced accordingly and must be paid prior to its respective assessments. There shall not be any refund of any fees paid should the Clients decide to terminate the Services of METRO TRANSIT SOLUTIONS PTE. LTD. at any point in time.

7. METRO TRANSIT SOLUTIONS PTE LTD’s CERTIFICATION PROCESS

7.1 Initial Audit Clients will be given an audit plan prior to the start of the audit. The audit team will meet with the clients’ team to discuss the conduct of the audit and the audit process, including non-conformities, observations and improvement opportunities identified during the audit. The audit team will prepare an audit report detailing the findings, nature of corrective actions to be taken and the scope of certification to the client after the audit.

7.2 Granting of Certification Approval METRO TRANSIT SOLUTIONS PTE LTD will grant Clients its certification approval when Clients complete all agreed corrective actions and are accepted by METRO TRANSIT SOLUTIONS PTE LTD’s auditors. The certificate issued to Clients will detail the scope of the Railway system found compliant at the time of audit. The certificate remains the property of METRO TRANSIT SOLUTIONS PTE LTD.

7.3 Surveillance audit METRO TRANSIT SOLUTIONS PTE LTD will perform a minimum of one (1) surveillance audit annually (where applicable) to ensure Clients maintain its Railway system to meet the requirements of the certification. The surveillance audit program is on-going and is agreed with the Clients in the contracting agreement. Clients would be given reasonable time to complete all agreed corrective actions on non-conformities raised at the surveillance audit.

7.4 Re-Certification METRO TRANSIT SOLUTIONS PTE LTD recommends to perform a re-certification of clients’ Railway system every three (3) years (where applicable) after the initial certification approvals. Subject to the satisfactory outcomes of the surveillance audits and the re-certification audit, METRO TRANSIT SOLUTIONS PTE LTD will re-issue the certification approvals to the clients. Clients shall complete the re-certification audit and obtain certification approvals before the expiry date of the current certification approvals to ensure continuity of the certification.

8. SUSPENSION, WITHDRAWAL, CANCELLATION OF CERTIFICATION APPROVALS

METRO TRANSIT SOLUTIONS PTE LTD reserves the right to suspend, reduce, withdraw, or cancel the certification approvals of clients by giving notice to clients of METRO TRANSIT SOLUTIONS PTE LTD’s intention. METRO TRANSIT SOLUTIONS PTE LTD would brief its clients of the intention and will give clients reasonable time to take corrective actions before making the final decision on the action to be taken. METRO TRANSIT SOLUTIONS PTE LTD reserves the right to publish on its on-line client directory of such actions taken.

9. CLIENTS REGISTRY

METRO TRANSIT SOLUTIONS PTE LTD maintains a registry of its certified clients, which lists the clients’ contact, addresses and certified scope as detailed in the certification approvals. The registry is regularly updated, at least every six (6) months. The published information in the registry is made available on METRO TRANSIT SOLUTIONS PTE LTD’s website to any enquirer.

10. USE OF CERTIFICATION MARK

10.1 Clients will be provided with instructions on the use and application of the METRO TRANSIT SOLUTIONS PTE LTD Logos and Accreditation Body Marks (“the Marks”).

10.2 Certified clients shall use the Marks in connection with the scope detailed on the certification approvals. The Marks must always be accompanied with the clients’ certificate number and is used only in conjunction with the certified client’s name. Clients must not offer the certified scope from any other address other than the address stated on the certificate except for related site(s).

10.3 The Marks must not be used in any way that would indicate product approvals. The Marks must not be used on a product or product packaging or in any manner that may imply product approvals.

10.4 The Marks shall not be used on laboratory test, calibration or inspection reports.

10.5 Certified clients shall discontinue the use of the Marks found unacceptable by METRO TRANSIT SOLUTIONS PTE LTD. Any statements deemed misleading by METRO TRANSIT SOLUTIONS PTE LTD shall also be withdrawn promptly by the certified clients.

10.6 If certification approvals are suspended or withdrawn, certified clients shall immediately remove the Marks and all references to certification approvals.

11. COMPLAINTS, DISPUTES AND APPEALS

11.1 Clients who wish to make a complaint could submit in writing to METRO TRANSIT SOLUTIONS PTE LTD, stating specific details of the nature of the complaint. METRO TRANSIT SOLUTIONS PTE LTD will conduct an internal investigation and conclude its investigation with corrective actions where deemed necessary.

11.2 METRO TRANSIT SOLUTIONS PTE LTD will notify certified clients of any complaint about them that is received from their customers or any other party. METRO TRANSIT SOLUTIONS PTE LTD would give certified clients reasonable time and opportunity to respond to the complaint raised. METRO TRANSIT SOLUTIONS PTE LTD will investigate on the compliant and take appropriate actions. If the complaint relates to clients’ certified activities, METRO TRANSIT SOLUTIONS PTE LTD will examine the effectiveness of clients’ certified Railway system at the surveillance audits.

11.3 METRO TRANSIT SOLUTIONS PTE LTD requires certified clients to maintain a Complaints File detailing their customers’ complaints and the client’s responses and corrective actions. METRO TRANSIT SOLUTIONS PTE LTD’s auditors will review any complaints and customer feedback during the surveillance and/or re-certification audits.

11.4 Clients may appeal and/or dispute any decision and/or actions taken by METRO TRANSIT SOLUTIONS PTE LTD by submitting in writing, the details to METRO TRANSIT SOLUTIONS PTE LTD’s Technical Manager for escalation to METRO TRANSIT SOLUTIONS PTE LTD’s Independent Certification Committee. The Independent Certification Committee shall appoint suitable persons and/or an Appeal Committee to investigate and/or review into the disputes and/or appeals. The Independent Certification Committee shall impose appropriate remedial or conciliatory actions to resolve the disputes and/or appeals. Records of the Independent Certification Committee’s deliberations are noted in the Independent Certification Committee’s minutes.

11.5 If an appeal is raised, clients and METRO TRANSIT SOLUTIONS PTE LTD’s assessors will be called upon to state their case in private with the appointed Appeal Committee. The decision of the Appeal Committee shall be final and shall not be subjected to further appeals.

Disclaimer 1. FORM AND DISPLAY OF THE MARKS

When the mark is printed on stationery sized no greater than A4, it will be displayed in a size no larger than 30 mm high. On larger stationery, the size may be proportionately increased.

Accreditation marks will normally have a minimum height (excluding the accreditation number) of 20 mm. Any enlargement or reduction will retain the same proportions as those of the masters printed in this publication. The mark and the accreditation number will considered as a single entity for purposes of enlargement or reduction.

In exceptional circumstances, the marks may be reproduced at a reduced height, but paragraph must be satisfied.

Irrespective of the height of reproduction, the mark must be legible, with no infilling.

An accreditation mark may be displayed on stationery: only if the Metro Transit Solutions Pte Ltd logo is also shown; with no more prominence than the logo or title of the accredited organisation; no more than once for each accreditation.

The accreditation mark will normally be printed in a single colour, which should be the predominant ink colour of the document, or, in the case of a pre-printed letterhead, the predominant ink colour of the letterhead.

Embossed, relief, or die-stamped versions may be used.

The marks may be reproduced as water marks.

  • Electronic reproduction of the marks is permitted provided that the requirements of this procedure are met and: - the Metro Transit Solutions Pte Ltd accreditation number is printed under the mark. - the mark is reproduced so that infilling does not occur. - degradation and/or distortion of the mark graphic is avoided. - computer files of the marks shall be prepared from mark masters.
  • Reversed-image versions of the accreditation marks are available. All other conditions for use of accreditation marks apply to these versions.
2. USE OF THE ACCREDITATION MARKS IN PUBLICITY MATERIAL

Accreditation marks shall not be used in any way that might mislead the reader about the accredited status of Metro Transit Solutions Pte Ltd.

Holders of certificates issued by Metro Transit Solutions Pte Ltd may use the appropriate mark in the manner as communicated, on stationery and publicity material or other items relevant to their certificate.

The accreditation mark(s) shall always be used in conjunction with the Metro Transit Solutions Pte Ltd mark. Holders of accredited certificates may use the Metro Transit Solutions Pte Ltd mark without the accreditation mark.

The terms ‘publicity material’ shall not include notices, labels, documents or written announcements affixed to or otherwise appearing on goods or products unless the goods or products have been manufactured under an accredited product conformity scheme. This restriction shall also apply to primary (eg blister packs) packaging and promotional products.

3. OTHER RESTRICTIONS ON USE OF THE MARKS

The accreditation marks shall not be displayed on vehicles, except in publicity material containing an accreditation mark as part of a larger advertisement, provided the mark is used in the publicity material in accordance with the conditions detailed as communicated.

The accreditation marks shall not be displayed on buildings and flags.

Marks may be displayed on internal walls and doors, and on exhibition stands.

Accreditation marks will not be used in such a way as to suggest that the Accreditation Body has certified, or approved, any product or any service supplied by a licensee of a mark, or in any other misleading manner.

Accreditation marks will not be used in such a way as to imply that the Accreditation Body accepts responsibility for activities carried out under the scope of accreditation and/or certification.

All quotations for work that contain an accreditation mark will clearly indicate those activities that are not accredited.

Any use of an accreditation mark that might contravene the conditions laid down in this procedure will be referred to the relevant Accreditation Body.
